Terms of Service

These terms apply to every appraisal ordered through this website. Because we and our customers do not meet in person, these are distance sales under the BC Business Practices and Consumer Protection Act, and this page carries the information that Act requires.
1. Who you are contracting with
IC Appraisal BC, an independent vehicle appraisal business operating from 19255 Aloha Dr, Surrey, BC V4N 6T8, Canada. Appraisals are prepared and signed by Parambir Tehara. Contact Support@ICappraisalBC.com or (778) 710-7477.
IC Appraisal BC is an independent appraiser. We are not affiliated with any professional appraisal institute, government body or regulatory authority.
2. What we provide
A completed BC FIN-320 Motor Vehicle Appraisal Form stating an opinion of the vehicle's appraised retail value, delivered as a PDF by email.
Optionally, a FIN-355 submission service, in which we assemble your PST refund application and submit it to the Ministry of Finance on your behalf.
This is a remote appraisal. There is no physical inspection.
We do not see, drive, measure or examine the vehicle. The opinion of value is developed from the photographs, documents and information you provide, together with market research. Its accuracy depends entirely on that material being complete and truthful. If the vehicle's actual condition differs from what has been represented to us, the opinion of value may not be valid.
3. Price
- FIN-320 appraisal: $75.00 plus 5% GST and 7% PST.
- FIN-320 appraisal with FIN-355 submission service: $174.00 plus 5% GST and 7% PST, being $75.00 for the appraisal and $99.00 for the submission service.
The total payable, including tax, is shown before you pay. That figure is the whole price. There are no delivery charges, no per-kilometre charges and no add-ons.
4. Payment
We accept credit card, processed securely by Stripe, and Interac e-transfer. The price is the same whichever method you choose.
Payment is collected after we have reviewed your file and accepted it. If we cannot complete an appraisal from what you have supplied, we tell you before taking payment.
5. Delivery
Accepted files are normally delivered by email within one hour, and in any event within two business days. The one-hour turnaround applies to standard files that we have accepted; a file needing further documents, a retrospective valuation date or an unusual vehicle may take longer, and we will tell you if so.
6. Cancellation and refunds
- Before we begin. Cancel at any time before we start work for a full refund. Email us.
- Acceptance guarantee on the FIN-320 appraisal. We guarantee that the FIN-320 we prepare will be accepted by ICBC and by the BC Ministry of Finance. If it is rejected on its form or content, we correct and reissue it at no charge. This is a guarantee that the document will be accepted. It is not a promise that a PST refund will be approved, that your tax will fall by any particular amount, or that any other party will act on the opinion.
- Otherwise, after delivery. Outside that guarantee, once the completed appraisal has been sent the service has been performed and the fee is not refundable.
- If we get something wrong. If the report contains a factual error that we made, tell us and we will correct and reissue it at no charge.
- If we cannot complete the work. If we accept a file, take payment, and then cannot deliver, you get a full refund.
7. What we do not promise
An appraisal is a documented, reasoned opinion of value. It is not a guarantee of any particular outcome.
- Acceptance of the FIN-320 by ICBC and the BC Ministry of Finance is guaranteed, and is dealt with in section 6. Nothing beyond that is. We do not guarantee that an insurer, a court, a lender or any other party will accept our opinion or act on it.
- We do not guarantee that a PST refund will be approved, that your tax will be reduced by any particular amount, or that an insurance settlement will increase. Acceptance of the form and the outcome of a claim are two different things.
- We do not contact, negotiate with or represent you before ICBC or any insurer, and we do not perform claims adjusting.
- An appraisal is not a mechanical, structural or safety inspection, and does not certify roadworthiness.
8. Your responsibilities
You confirm that the information, documents and images you provide are true, complete and accurate, that they depict the vehicle identified by the VIN you gave us, and that you have not altered the odometer or concealed damage, prior use or title history. We rely on this entirely. Providing false information on a tax form carries penalties under the Provincial Sales Tax Act.
9. Purpose and reliance
Each report is prepared for the purpose stated in it and for the person who ordered it. It may not be valid for another purpose, another date, or another party, and no third party may rely on it without our written agreement.
10. Limitation of liability
To the extent permitted by law, our total liability arising out of or connected with an appraisal, on any basis, is limited to the fee you paid for it. We are not liable for indirect or consequential loss, including tax assessed, refunds refused, settlements not increased, or lost profit or opportunity.
Nothing in these terms excludes liability that cannot lawfully be excluded, including under the Business Practices and Consumer Protection Act.
11. Governing law
These terms are governed by the laws of British Columbia and the courts of British Columbia have jurisdiction.
12. Changes
We may update these terms. The version in force is the one published here on the day you place your order.
