FIN-320 Vehicle Appraisals for Coquitlam

Coquitlam shares its ICBC and broker network with Port Coquitlam and Port Moody, which is convenient because it means you have the whole Tri-Cities to choose from. The North Road corridor is its own thing. It has been a centre of Korean-owned business for decades, and the private listings along it reflect that: a high volume of Hyundai and Kia, often well maintained, often sold within the community before they ever reach a broader market.
Up the hill, Westwood Plateau and Burke Mountain produce family vehicles. Larger SUVs, minivans, all-wheel-drive crossovers bought specifically for the grade and the winter, usually driveway or garage kept, usually higher kilometres because the households run two working adults commuting in different directions.
Maillardville and the older southern neighbourhoods still turn over affordable older cars, some of them decades old, sold cheaply between neighbours.
What affects what a vehicle is worth in Coquitlam
The grades are the local variable. Westwood Plateau and Burke Mountain are steep and long, and a vehicle that has descended them daily for years has done a remarkable number of brake applications. Rotors get replaced, pads get replaced, and on automatics the transmission has spent a lot of time in lower gears under load. That wear is genuine, it is documentable, and it sits invisible to an average figure.
Winter is the second factor. Coquitlam gets meaningfully more snow at elevation than at sea level, and the higher neighbourhoods are salted and sanded when the lower city is merely wet. Vehicles kept above about 300 metres show more underbody exposure than their Metro Vancouver neighbours.
Third is parkade wear in the tower corridors, the same pattern as Burnaby: door edges, mirrors, wheel rims.

The Coquitlam calendar
Elevation is the whole story in Coquitlam. The Town Centre near sea level behaves like the rest of Metro Vancouver, wet and rarely snowbound, while Burke Mountain and Westwood Plateau can be under snow and ice when the valley floor is merely wet, sometimes for days after a storm. That means hillside vehicles see more chain, brine and salt-slush contact and benefit from undercarriage checks in spring. Brine on provincial routes is applied reactively before forecast cold, and on the coldest plateau nights crews shift to sand.
A worked example
A 2017 Kia Sorento EX AWD with 174,000 kilometres, bought privately near Westwood Plateau for $14,500. Black Book average wholesale comes in at $18,900.
The appraisal records 174,000 kilometres of mixed grade and highway use, front rotors at minimum thickness with pads recently replaced, surface corrosion on the rear subframe and brake lines consistent with winter road treatment at elevation, a cracked windscreen, and third-row upholstery wear. Appraised value: $14,900.
PST at 12 per cent on $18,900 is $2,268. On $14,900 it is $1,788. The difference is $480, against a $75 appraisal plus tax.

A second worked example
An illustrative 2016 Subaru Crosstrek, a natural fit for the Westwood Plateau and Burke Mountain slopes. Suppose Black Book average wholesale is around $16,000, but higher kilometres from the hill commute, worn all-season tyres and a stone-chipped front end support an appraised figure of $14,200. PST at 12 per cent on the appraised figure is $1,704, versus $1,920 on the average. A FIN-320 lets the taxable value track the actual car rather than a generic hillside crossover in better shape.
Photographing your vehicle in Coquitlam
If the car has lived up the hill, the brakes are your evidence. Photograph the rotors through the wheel spokes on all four corners. A ridged or scored rotor face is immediately legible in a photograph and it supports the appraisal directly.
Then get underneath, or as close as you can. Phone camera held low at the rear wheel, pointing inward, captures the subframe and brake lines where winter salt and sand do their work at elevation.
If it is a Town Centre parkade car, take it up to daylight first for the exterior angles, and add close-ups of door edges and wheel rims.
